Red Tape Travel covers the wider journey on its United States to Great Britain dog route page. This guide focuses on the certificate for a civilian USDA-accredited veterinarian's non-commercial process. It leaves the wider vaccination, treatment and transport requirements to the route guide.
Complete the certificate before APHIS endorsement
For a dog traveling from the United States to Great Britain, the accredited veterinarian's signature and APHIS endorsement are separate parts of the certificate process.[1]
Use the appropriate Great Britain pet health certificate.
The APHIS US-to-Great-Britain page links to the health certificates for travel that includes dogs and says the form depends on the number of animals, their travel in relation to the owner or designated person, and whether ownership will change.[1] GOV.UK names the entry document the Great Britain pet health certificate.[2]Fails if: the selected certificate does not fit the movement. APHIS distinguishes non-commercial travel from commercial movements, including dogs changing ownership or intended for resale.[1]
Have a USDA-accredited veterinarian complete and sign it.
For a dog traveling from the United States to Great Britain, APHIS states that the non-commercial health certificate is valid for 30 days after the accredited veterinarian completes and signs it.[1] The completed certificate then goes to APHIS for endorsement; the vet's signature does not complete that requirement.[1]Fails if: the accredited veterinarian has not completed and signed the certificate before it goes for APHIS endorsement.[1]
Obtain APHIS endorsement within the arrival window.
For a non-commercial dog journey from the United States to Great Britain, APHIS endorsement must occur within 10 days before the dog's arrival in Great Britain.[1] USDA must ink-sign and emboss the certificate.[1]Fails if: the civilian non-commercial certificate lacks the required APHIS endorsement within the arrival window.[1]
Keep the signing and arrival dates separate
The accredited veterinarian's completion date, APHIS endorsement date and arrival date belong to separate stages of the US-to-Great-Britain dog certificate process.[1]
For a dog entering Great Britain from the United States, GOV.UK describes the entry limit as within 10 days of the Great Britain pet health certificate being issued.[2] APHIS sets out the US process as accredited-vet completion and signature followed by APHIS endorsement, with the endorsement window tied to arrival.[1] A departure date alone does not establish that the dog will arrive within that window.[1]
Red Tape Travel's Great Britain rule-area page covers the destination's import requirements. The endorsement window is a certificate requirement, not a published promise about how quickly APHIS will process a submission.
Electronic submission still requires the endorsed original
A USDA-accredited veterinarian can issue the certificate electronically and submit it through VEHCS, the Veterinary Export Health Certification System, for USDA endorsement for travel from the United States to Great Britain.[1] APHIS nevertheless requires the endorsed certificate, ink-signed and embossed, to accompany the dog during shipment or travel.[1]
The owner or designated person must also complete and sign the declaration on the certificate's final page before travel to Great Britain, and the declaration must accompany the dog and certificate.[1] After endorsement, the owner or designated person must enter the APHIS-assigned certificate number in the declaration's “Animal health certificate number” field.[1]
Fails if: the endorsed original or the completed, signed declaration does not accompany the dog as APHIS requires.[1]
Military certificates and commercial movements need separate handling
APHIS does not require its endorsement when a qualifying military veterinarian issues the non-commercial certificate for a dog traveling from the United States to Great Britain; that veterinarian must issue it within 10 days of arrival in Great Britain.[1] APHIS defines the military-veterinarian exception narrowly and excludes Army Veterinary Service non-appropriated fund veterinarians and Department of Defense civilian contract veterinarians.[1]
The civilian non-commercial timing above must not be applied to commercial movements. APHIS publishes separate certificate instructions for dogs traveling outside its non-commercial conditions, including changes of ownership or resale.[1]
